The 23 provinces are Hebei, Shanxi, Liaoning, Jilin, Heilongjiang, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Hainan, Sichuan, Guizhou, Yunnan, Shaanxi, Qinghai, Gansu, and Taiwan. The four municipalities are Beijing, Tianjin, Chongqing, and Shanghai.
